Player Transfers
Domestic Clearances and Development Levies
No player may move from one club to another club anywhere in New
Zealand after 31 July of each year and play in the current
season.
Applications for moving from one Affiliated Body to another must
be made on the League's approved Clearance Form (Inter-District
Transfer: click
here) signed by the applicant and consented by his club and
confirmed by the Affiliated Body controlling such club.
Such form must then be forwarded to the League for its
consideration and approval. Failing the application being delt with
by the Affiliated Body concerned within forteen (14) days, the
League will grant the clearance to the player.
All clearances of players from one Affiliated Body to another or
reinstatements, shall be subject to the approval of the League on
reciept of an application for the clearance of a player.
The Affiliated Body of which such applicant was last a
registered player may:
(1) issue a free clearance; or
(2) refuse a clearance for any reasonable cause subject to
notification within fourteen (14) days; or
(3) require the payment of any Development Levy as set from time to
time by the League; or
(4) be subject to a special dispensation by the League
International Clearances and Development
Levies
All players wishing to play overseas must make an application
for clearance on the appropriate form (Form 60: click here) issued by the
League.
No player may make application to play in Australia after 30
June in each year.
In considering the granting of a clearance to a player, the
League shall consider the interests of the Player, the League and
the game of Rugby League in New Zealand, and any other facts which
it deems relevant to the granting of a clearance, including any
Development Levy payable.
International Development Levies are set from time to time by
the International Rugby League Federation (IRLF).
Development Levies may apply to players making application to
the League for clearance to play overseas.
Any player, where a Development Levy is payable for that Player,
shall not be granted a clearance to play overseas until the first
payment of the Development Levy is received by the League.
Development Levies collected by the League for players who have
been cleared by the League to play overseas, shall be distributed
to the club and Affiliated Body the player was last registered with
in New Zealand prior to playing overseas.
Acceptance of Overseas Players
Any player who has played under the jurisdiction of a rugby
football league in an overseas country must obtain a clearance from
his original club and the national controlling body before being
permitted to register and play for any club in New Zealand.
It shall be the responsibility of every club to ensure their own
players have, where necesary, presented to the League the
appropriate clearance.
