Scott Carter (Chairman)
Scott Carter is a former police officer who established his own
company Matrix Security Group in 1993, of which he is CEO.
Scott was a director on the previous NZRL Board, and his
governance experience includes involvement in equestrian sport as
the chairman of Eventing NZ. During his time as chair of Eventing
NZ, he led a restructuring process in the sport.
He is widely experienced in business and community
organisations.

Ray Haffenden (Vice Chairman)
Ray Haffenden was the NZRL chairman from November 2007
until May 2009. He had previously been on the NZRL council for four
years.(1991-1995)
A former Canterbury and South Island representative, he began a
career in rugby league coaching and administration in 1982. After
coaching Canterbury and the South Island in the 1980s, he was
Junior Kiwi coach in 1989-1990 before becoming manager of Kiwi
teams under Bob Bailey and Frank Endacott from 1991-1995.
Ray served on the judiciary for Bartercard Cup games and the New
Zealand Rugby League judiciary panel. He was also a national
selector (and convener) from 1991-1995, a Junior Kiwi selector from
1986-1990 and he's a life member of the Linwood Rugby League Club
in Christchurch.
Ray held senior management roles in the Liquor industry in both
the North and South Islands for a period in excess of 30 years.
Currently he owns his own company which distributes frozen fruit
juices and cocktails.

Garry Fissenden
A qualified accountant, Garry Fissenden is currently CEO of an
Industry Training Organisation, ETITO.
He was born and bred in West Auckland, playing for the Te Atatu
Roosters rugby league club.
Since 2003 he has been involved in managing companies or
consulting on strategy and operations. He has a broad business
background having been a chief financial officer, general manager
technology, general manager operations and a CEO.

John Bishop
A director on the previous NZRL board, John Bishop is a
qualified accountant with a strong business background in the
finance and insurance sectors.
He is an Institute of Directors accredited director with
governance skills and experience on a number of boards in the not
for profit and commercial sectors.

including KCL Property Group, Insurance Holdings (Fiji) Ltd,
International Cargo Systems Ltd, Mercy Hospice, Kristin School and
Paper Reclaim Limited
2003 - 2007: CEO, executive director of a large import distribution
business.
1993 - 2003: Various roles with ASB Bank including general manager
commercial and business banking and as such being a part of the
executive management team.

Jennifer Rolfe - from March 26, 2011
Jennifer Rolfe is an experienced senior executive having worked
with many of New Zealand's top companies and brands. She is
currently consulting to major corporates and is a director of
Dunedin Venues Management Limited which runs Forsyth Barr Stadium.
She is a former general manager of Saatchi and Saatchi and highly
experienced in brand leadership both locally and internationally.
She has commercial and strategic skills with particular expertise
in digital and direct services.
March 2010 to current: Director of Rolfe

July 2006 to March 2010: General Manager at Saatchi
and Saatchi New Zealand.
August 2006 to current: Board member of Dunedin Venues
Management Limited which runs Forsyth Barr Stadium.

Association.
2008 to 2009: Committee member of Direct Marketing
Industry Committee.
October 2005 to July 2006: Executive Director at

Meng Foon
Meng Foon is the Mayor of Gisborne District Council and chair of
Gisborne/Tarawhiti Rugby League. He has been involved in rugby
league for 20 years as an administrator, sponsor, supporter and
facilitator.
Mayor for eight years, Meng Foon has experience in finance,
planning, governance and working with community organisations. He
has an extensive business background and a long record of
involvement with community based programmes.
He has been chair of Gisborne/Tarawhiti Rugby League since 2007
and has played a major role in implementing a strategic plan in the
region to grow the sport and get the organisation out of the
red.

Mark Gosche
Mark Gosche was a Member of Parliament for 12 years,
including being the Member for Maungakiekie during 1999-2008.
He held numerous ministerial posts during his Parliamentary
career including Minister of Corrections, Minister of Racing,
Minister of Pacific Island Affairs, Minister of Housing, Minister
of Civil Aviation and Minister of Transport.
He was chair of the Transport and Industrial Relations Committee
2003-2008 and member of the Finance and Expenditure Select
Committee 2003-2008.
